Boys Basketball Team Honored

Last night March 30, the Hillside Coalition of Laborers for Apalachicola (H'COLA) and the owners of AJ’s Neighborhood Bar & Grill paid homage to the Franklin County Seahawks boy’s basketball team for posting a successful season and making their way to the Florida High School Athletic Association Class 2A Final Four State Play-Offs.

AJ’s served the team and their families some of their famous fried chicken, along with French fries, and cold drinks, while H'COLA issued each player and coaches an inscribed medallion.

During the state semifinals, Arlington Country Day a private school from the Jacksonville area defeated the Seahawks by a score of 65 to 59. Since the Franklin County School was the only public school represented in the Class 2A Finals, local school officials deemed the basketball team the Public School Class 2A champions.

Stimulus Request didn’t Meet Criteria

In early January, officials with the Florida Department of Transportation (FDOT) contacted the City of Apalachicola requesting that the city create and submit a list of so-called “shovel ready” transportation projects for funding consideration through the American Recovery and Reinvestment Act of 2009.

The city created and submitted such a list requesting $1 million dollars in stimulus funds to fund a citywide road-paving project, which included the paving of existing dirt roads and resurfacing others. The city also requested improvements at the intersection of U.S. Highway 98 and Market Street, along with the adjoining multi-step curbing along U.S. Highway 98.

On March 25, the city received word back from the FDOT stating that the city’s submission did not meet existing Federal highway guidelines nor did our projects meet FDOT’s priority list.

Apparently, when the U.S. Congress passed the measure aimed at jump-starting the economy they did so without including any criteria or rules governing the expenditure of funds.

As a result, the FDOT had to rely upon existing guidelines that inadvertently excludes small rural communities from obtaining stimulus dollars for local transportation projects.

Anti-tobacco Youth Rally

The Franklin County Public Library Kit and Tigers programs in collaboration with the Franklin County Public Health Department Tobacco Prevention and Control Programs will be holding an anti-tobacco youth rally at the former Apalachicola High School boy’s baseball field.

The rally dubbed the “Anti-tobacco Program for Today’s Hip-Hop Generation” will be held on Monday, April 13, 2009, from 1:00PM to 6:00PM.

The program targets kids ages 10 and up and will feature a contest complete with prizes, food and music. Come join in the fun to STEP (Smoking Tobacco Equals Pain) in the name of life.

Midnight Basketball Highlights


By all accounts, the Mayor’s 2009 Spring Break Midnight Basketball Tournament held Saturday night at the former Apalachicola high school gym now the city’s youth center met its goal.

The purpose of the event was to move teenagers and young adults from the streets of Apalachicola during the hours where drug activities are most likely to occur and place them in a structured safe environment.

According to Chief of Police Bobby Varnes, the tournament accomplished exactly that. Varnes attended the event and reported that during his patrol he found no youths hanging in the streets of Apalachicola during the late night hours. A problem city official's has struggled with for some time now.

The double elimination tournament featured teams comprised of former and current student athletes from both Franklin and neighboring Gulf County high schools.

Out of the four teams signed to play, the team made up of Randall Johnson, Adrian Jones, D.J. Lane, Fonda Davis, Jr., (team captain) and Peanut Jones took home the first place trophy and the Mayor’s 2009 Spring Break Midnight Basketball Tournament championship title.

Reaching the objective of the tournament was possible through the volunteer efforts of Paul Bankston who coordinated the event and along with his son, Nashon Bankston and James Stanley officiated the games. Others who assisted were disc jockey Fonda Davis, Sr., official scorekeeper Angel Stephens and clock keeper Gracie O’Neal.

ARPC March ’09 Report

The following items of interest to the City of Apalachicola were discussed at the Apalachee Regional Planning Council (ARPC) March 26 meeting in Tallahassee:

ARPC member and Tallahassee City Commissioner Debbie Lightsey expressed concern over a bill making its way through the Florida House of Representatives that would abolish the Department of Community Affairs (DCA) and transfer their duties and responsibilities to the Department of State.

“What are we (local government) going to do when DCA evaporates, since some of our funding and programs run through DCA”, stated Lightsey.

Lightsey went on to say that, the City of Tallahassee is getting Neighborhood Stabilization money to buy foreclosed properties for affordable housing, a program and other similar programs such as the Community Development Block Grant (CDBG) program that’s channeled through the DCA could be compromised by the measure.

Former Franklin County Clerk of Circuit Court and ARPC member Kendall Wade cautioned members of the council to be concerned over another bill before the Legislature which aim is to take away certain duties and responsibilities that’s been mandated by Florida’s Constitution from the Clerk’s office.

Wade further stated that should the measure pass, it would have a serious impact on counties especially small rural counties. He suggested that council members contact their local Clerk to obtain information concerning how the passage of this bill would influence their communities.

City Inaugurates Project Impact

The City of Apalachicola and Franklin County School Board (FCSB) have partnered to provide Afterschool and Summer Camp programs through Project Impact. The programs are offered at threes sites including the Franklin County Consolidated School in Eastpoint, Apalachicola Bay Charter School, and at the new City of Apalachicola Recreational Complex at the former Apalachicola High School. The Project Impact Office is co-located at the fieldhouse of AHS with the Franklin County Library Tigers Program.

The building has been refurbished to include a classroom and computer lab for Project Impact, with the gymnasium reopened for students 3:00PM to 6:00PM and available for public use 6:00PM to 9:30PM weekdays, and managed by volunteers on the weekends. The gym will be available for special programs upon request by contacting the City of Apalachicola at (850) 653-9319.

Project Impact initiated the City’s Afterschool program in February and is continuing to accept students including elementary through high school. Afterschool services are provided free of charge and include homework help, targeted tutoring, educational enhancement, recreational activities, and arts education. A full-time program will be offered in the summer weeks with the first sessions running June 15th – July 2nd , and second session running July 13th – July 30th. Enrollment for the City’s Summer Camp program will begin after spring break and is accessible online at

Summer programs will be offered at all three sites with the ABC site focusing on recreation and academic enrichment, the high school site focusing on credit recovery and enrichment, and the City of Apalachicola site focusing on academics and an enriched arts and culture program.

Project Impact is funded by the 21st Century Community Learning Centers grant program to support the creation of community learning centers that provide academic enrichment opportunities for children, particularly students who attend high-poverty and low performing schools. The program helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.

St. Vincent Island Open House

This coming Saturday, March 21, from 9:00AM to 3:00PM, the Supporters of St Vincent National Wildlife Refuge will host their annual Open House.

The Supporters of St Vincent is a 501(c) (3) not-for-profit organization, sponsors this annual event to provide a day of easy access to Franklin County’s St Vincent Island for people to enjoy a free full day of nature-related activities.

Free transport to and from the island will be provided hourly departing from the Indian Pass public boat ramp. Guided tours and exhibits will allow visitors to learn about the island’s protected wildlife, diverse ecosystems, and history as well as enjoy the unspoiled beauty of this unique, pristine, uninhabited refuge. Numerous volunteers including the Supports and various community organizations will provide educational talks and discussions. The guided tours will be both walking and vehicular. Light snacks and bottled water will be available.

P & Z wants Historic Architect

The Apalachicola city commission held a joint workshop Monday, March 16 with members of the planning and zoning board to discuss a proposal from planning and zoning chair Leon Bloodworth.

Bloodworth opened the discussion by stating that the planning and zoning board was trying to raise the bar within the historic district and that planning and zoning members didn’t have the expertise to review plans as they pertained to construction and renovation within the historic district.

He recommended that the city contract with Mark Tarmey a preservation architect out of Tallahassee to review plans brought before the planning and zoning board and to make recommendations to the seven-member board based upon the historic guidelines of the city.

Tarmey is the current President of the Florida Trust for Historic Preservation, he holds a Bachelor of Design in Architecture from the University of Florida, and he has specialized studies in Historic Preservation from the Preservation Institute in Nantucket Massachusetts.

Bloodworth further stated that the planning and zoning board had extensively discussed and reviewed the matter and that Tarmey would receive compensation for his services directly from applicants pulling permits within the historic district. Bloodworth went on the say that the city could readily enter into a contract with the preservation architect because the city would not be compensating Tarmey directly for his services.

As outlined by Bloodworth during his presentation, Tarmey would receive the following compensation directly from the applicant to review plans and make recommendations:

*For repairs and minor renovations of existing structures, i.e.: re-roofing, porch, outbuilding such a garages and sheds, column replacement, new siding or new windows, new doors, significant landscaping – Architectural Review Fee: $100

*Major renovations of existing structures – (requiring architect or engineering plans) - Architectural Review Fee: $500

*New construction (residential) - Architectural Review Fee: $1,000

*New construction (commercial) - Architectural Review Fee: $2,500

However, city attorney Pat Floyd advised the commission that the city would have to advertise for Requests for Qualifications (RFQ) from all interested firms or individuals.

Bloodworth was also questioned as to whether someone locally with a background in historic preservation could assist planning and zoning as an appointment to the board.

With that, the commission instructed staff to look into the proposal and prepare a recommendation for the city commission to consider at its next regular meeting in April.

Special City Meeting

A special meeting of the Apalachicola board of city commissioners followed Monday night’s workshop with the planning and zoning board.

At the meeting, commissioners followed the recommendation of the Municipal Library Board and approved the hiring of Katy Greene as the new Library Director. The board also hired a Class B wastewater operator for the treatment plant and held a brief discussion concerning the design and name of Veterans Parks across the street from the Grady Market. The commission decided that the design of the park will pay homage to our seafood heritage and promptly returned the parks name back to the original name of Riverfront Park.

Mayor’s Proclamation

In Recognition of
The 14th Annual Children’s Week


Whereas, the 14th Annual Children’s Week celebrating “Parents’ and Children” will take place in Tallahassee from March 29, 2009 to April 5, 2009, bringing thousands of parents, children, professionals, policy makers, community leaders and concerned citizens together to share valuable knowledge and information about children’s issues across the state and in our Capital City; and

Whereas, the purpose of Children’s Week is to create a shared vision of the State of Florida’s commitment to its children and families and to engage a long-term process to develop and implement strategies for moving the shared vision forward; and

Whereas, Children’s Week has teamed up with over 80 leading statewide businesses and non-profit organizations and hundreds of local organizations to expand the network of community involvement and education on a wide array of children and family issues at the local level and conduct events and activities in March and April in all 67 counties focused on improving the health, safety and well-being of Florida’s children and families; and

Whereas, in recognition of April as Child Abuse Prevention Month, Prevent Child Abuse Florida, in partnership with the Ounce of Prevention Fund and the Florida Department of Children and Families, is conducting a statewide public awareness and education campaign Winds of Change-It’s Your Turn, and is symbolized by the pinwheel, representing this shift or wind change; and

Whereas, hundreds of local municipalities have officially proclaimed “Children’s Day” and hosted hundreds of events and public activities for parents and children in their community; and

Whereas, the local Children’s Week Celebration in Franklin County will be on March 17, 2009 from 9:00 am to 1:00 pm at Brown Elementary in partnership with local child care professionals and Early Learning Coalition of Northwest Florida.

NOW, THEREFORE BE IT RESOLVED BY THE Apalachicola City Commission do hereby proclaim March 17, 2009 as Children’s Day in Apalachicola and April 5, 2009 as Parent’s and Children’s Day.

A Shining City by the Sea

Tonight I was afforded the opportunity to represent your city government as guest speaker at the Apalachicola Riverkeeper annual membership meeting. Below is my speech to the membership in its entirety.

I’m delighted and humbled by the opportunity to address such a distinguished group of environmentalists and concerned citizens.

Tonight, I stand before you to share with you some of the measures the City of Apalachicola have undertaken in recent years to ensure that the pristine waters of the Apalachicola River and Bay remains a healthy and productive estuary.

However, to keep from sounding hypocritical in my presentation, I must first shamefully admit that the city has not always acted as Good Stewards of the environment and because of that, at times found itself at odds with your group and others.

Unfortunately, it took a protracted and costly lawsuit, before city officials became conscious to the fact that we needed to be mindful of our ecosystem and the effects that our action were having on our image and local economy.

At times local government seemed unaware that our history told of how our ancestors carved out and situated this community along the Apalachicola, and how they existed by depending upon the strength and bounty of the River and Bay.

From 1860 through the 1900’s, the City of Apalachicola had the distinction of being the third largest cotton port in the southeastern United States. Merchants from as far away as Georgia and Alabama used steamboats to ship cotton down river into the city.

Toward the end of the 19th century, the city’s economy evolved into the lumber trade followed by the seafood industry.

Whether commerce at that time consisted of cotton, lumber, or seafood, throughout the history of Apalachicola, the River and Bay remained the one constant that has linked our past to our present and for no other reason it demanded our protection.

However, it took a series of new administrations to raise our awareness to the fact that a city mindful of its past is a city investing in its future.

With this awareness, city officials and staff alike embarked upon a course to make the protection and preservation of our greatest resource a top priority.

During the recent reconstruction of the piers and docks at Lafayette, Battery, and Veterans Riverfront Parks, the city took painstaking measures to ensure that no sea grasses were disturbed, we removed old leaching creosote pilings and replaced them with concrete and repaired sea walls to avert the negative impact that shoreline erosion can have on the ecosystem.

To improve water quality, the city installed storm-water treatment facilities along Avenue I and at the new parking lot off Market Street. These facilities will catch and treat storm-water runoff before it reaches the River and Bay.

To help promote clean marinas, we have installed pump-out facilities at both the Scipio Creek and Battery Park boat basins, and we applied for and received a Derelict Vessels Removal grant from the Florida Fish and Wildlife Conservation Commission to remove sunken boats from our waters and the threat that they pose.

To prevent the hazards associated with waterfront development, the city has utilized funding from the Florida Communities Trust to purchase and preserve environmentally sensitive properties along our working waterfront.

We are also currently in the planning and design stages of converting to a wastewater reclamation system that would make available for use treated wastewater for commercial and residential irrigation.

This system will also afford the city with an opportunity to reduce or altogether eliminate the effluent from our wastewater treatment plant from going into Huckleberry Creek.

However, the most significant initiative undertaken by my administration was entering into the Tri-State water wars litigation, where the city challenged the U.S. Army Corps of Engineers authority to restrict vital freshwater flow down the Apalachicola River Basin.

Because of the irreparable harm imposed upon the ecosystem and our way of life, we felt that it was our obligation to stand up, and fight for the residents of our community, and not relegate our responsibility to do so to others.

The twenty-year old litigation is soon ending, with a favorable ruling expected for both Florida and Alabama.

With our resolve and change in direction, the City of Apalachicola has become Good Stewards of the land.

We sought out and found harmony with our environment, and in return, nature has radiated a light upon our community and has transformed Apalachicola into a shining city by the sea.

Armed Forces Youth Rally

Next Friday, March 20, 2009, at 7:00PM, Love Center’s Chosen Generation will be hosting a Youth Rally at the Love Center Ministries campground located at 151 10th Street in Apalachicola. The ministry is expecting to draw hundreds of youth from around the region to this annual spring break event.

Happy Women’s Day

Today March 8, is officially International Women's Day (IWD), each year on this day, there are hundreds of events held around the world in commemoration of IWD.

This year’s global United Nation theme is: “Women and Men United to end Violence Against Women and Girls”.

Here at home, collectively, and individually not only today but also throughout the year let us show our love and support for the women in our lives and denounce with indignation violence against them whether it be verbal, physical, or emotional.

4th Annual Art Walk

The Apalachicola Bay Chamber of Commerce is gearing up for their 4th Annual Art Walk scheduled for 12:00PM to 5:00PM on Saturday, April 4, 2009, in historic downtown Apalachicola.

Throughout the day, Fine Artists will have on display and lining the sidewalks of downtown Apalachicola their creation of Fine Art while musicians perform live in front of participating businesses.

By definition, Fine Art is the skilled manipulation of some medium resulting in the creation of a beautiful object such as a painting, sculpture, photography, or something created from blown glass.

The Chamber also has lined up on the day free art activities for children from 12:00PM to 4:00PM in the Cotton Exchange building located on Water Street.

They have also scheduled from 3:00PM to 5:00PM, a wine sampling event at the Owl Café, Tamara’s Café Floridita, The Grill, Boss Oyster, That Place in Apalach, The Garden Shop, Verandas, Moma (Gibson Inn), and the Honey Hole. The cost of the sampling event is $15 per person with the Chamber issuing special Art Walk glasses as tickets for this event. Participants can purchase a sampling glass at each sampling station.

Wrapping up the event, from 6:00PM to 9:00PM participating restaurants will prepare at least one menu item that will be their special for the evening that highlights local cuisine. Many of the participating restaurants will have live music on hand to enjoy your meal.

The Wall That Heals

Mark your calendars for the arrival of “The Wall That Heals” on April 30 through May 3, 2009. The Wall That Heals is a half-scale replica of the Vietnam Veterans Memorial in Washington, D.C., designed to travel to communities throughout the United States.

The traveling exhibit allows the many thousands of veterans who have been unable to cope with the prospect of "facing The Wall" to find the strength and courage to do so within their own communities, thus allowing the healing process to begin.

Bringing “The Wall” to communities throughout the United States also allows the souls enshrined on the Memorial to exist, once more, among family and friends in the peace and comfort of familiar surroundings.

Since its dedication on Veterans Day in 1996, The Wall That Heals has traveled to more than 300 cities and towns throughout the nation, spreading the Memorial's healing legacy to millions.

This year, thanks to the Three Servicemen Statue South, Inc., the 2009 tour schedule with bring “The Wall” to Veterans Memorial Plaza the site of the Three Serviceman Statue Detail here in the Historic City of Apalachicola.

Speeders beware

Stop signs, speeders, and speed humps dominated the March 3 regular scheduled monthly meeting of the Apalachicola board of city commissioners.

Local resident Erin Rodriquez appeared before the commission to express his concerns about speeders in the residential area of Avenue G and Dr. Humphries Street. Rodriquez requested that the commission install stop signs at G and Humphries to help slow vehicle traffic in the otherwise quiet residential neighborhood.

Bob Dieter with the Traffic Safety Team explained to the commission that stop signs already exist at 6th Street and at 8th Street along Avenue G and the placement of additional signs at Dr. Humphries Street (formerly 7th Street) could cause gridlock in the city.

Nancy Horton accompanied by fellow employees from the Apalachicola National Estuarine Research Reserve brought forth concerns with the recent replacement of speed humps (also know as traffic calming devices) from Avenue M down the North end of Dr Humphries Street near the entrance to the estuarine where Horton and her fellow employees work. Horton complained that the humps could cause potential damage to their vehicles as they cross over the humps en route to work and back each day.

The humps where initially installed in 2002, after residents in the area complained about speeders. Since then as part of upkeep and maintenance, the city replaced the old run down humps with new ones, which in turn led to a renewed concern from some of the estuarine employees.

As a result, city commissioners instructed Dieter, Chief of Police Bobby Varnes, and James Waddell with the engineering firm Inovia Consulting Group to work together to come up with a recommendation based upon the standards outlined in the uniform traffic code that the city could adopt addressing each issue. In addition, the commission also instructed the trio to explore the possibility of lowering the overall speed limit in the residential area of Apalachicola.

In the interim, the board instructed Chief Varnes to monitor the situation and issue speeding citations as necessary to promote traffic safety and reduce speeding throughout the city.

Chamber signs agreement to promote area

Under the monthly chamber of commerce report to the city commission, executive director Anita Groves reported that the Apalachicola Bay Chamber of Commerce has utilized $3,000 in funding received from the Tourist Development Council (TDC) to enter into a two-year agreement with Heritage Travel.

Heritage Travel is a subsidiary of the National Trust for Historic Preservation. The company is at the beginning stage of developing a web-based community for heritage travel enthusiasts who share a passion for culture and history and are looking for ways to connect and share with likeminded travelers.

Groves reported that the Heritage Travel website would put the City of Apalachicola on a new national marketing stage that will promote our unique area and cultural experiences. She also reported that the Heritage travel market is a 70 billion dollar a year business.

Library to purchase Pierce House

The Apalachicola Municipal Library receive support from the city commission at their March 3 monthly meeting to use monies from the Key Estate to purchase the Apalachicola home of Alan Pierce located at 87 Avenue D.

Susan Clementson reported that the existing Library “backs up” to the Pierce property, which would offer the library the opportunity to utilize both properties for double space to archive Florida and local history as well as to create a small meeting room for the community.

Clementson further stated that the library intends to use the Pierce property for its main collection and for a separate children’s room. However, the Library Board must first go through the process of having the Pierce House rezoned for use in conjunction with the library.

The commission also approved the submission of an application for a Library Service and Technology Act (LSTA) grant, which according to library board member Caroline Kienzle is an operational grant designed to serve the underserved population of Apalachicola.

Commission Report: March 3, 2009

Other business before the city commission at the March 3 meeting included the following:

*Phyllis Blan again appeared before the Board requesting the renaming of Veterans Park across from the Grady Market in honor of the late Robert “Bobby” Howell former Apalachicola Mayor and County Clerk of Courts. The board informed Ms. Blan that it would consider her request along with the other requests received concerning the development and renaming of the park.

*The Board approved the purchase of an 2009/2010 Pearce Pumper truck off the State of Florida contract bid list for the Apalachicola Volunteer Fire Department . Betty Taylor-Webb, City Administrator reported that the truck including hoses, nozzles, decals, and striping will cost the city $217,710. The Board agreed to use funds from the Municipal Service Benefit Units (MSBU) Assessment to pay for the truck.

*At the recommendation of the Community Redevelopment Agency (CRA), the city commission agreed to replace Kathy Robinson with local certified public accountant Mark Friedman.

*Apalachicola Chief of Police Bobby Varnes reported that during the month of February his department answered 157 calls, made eight direct arrests, served three warrants, investigated three traffic accidents and issued eighteen traffic citations, ten of which were for speeding.

*City administrator Betty Taylor-Webb reported that the Fire/Police station USDA application has been submitted and plans are to proceed with Phase I of the project with the current funding of $250,000 to construct the truck bay garage. Phase II will encompass the USDA funds for payment of the existing building, bringing the structure into ADA compliance and interconnecting the two structures, the existing building with the garage. Webb further reported that the Memorandum of Understanding (MOU) with the School District for project impact has been finalized and the program started.

*City grants manager Cindi Giametta reported that the city is in receipt of the contract for the $1.5 million dollar Florida Department of Elder Affairs grant to restore the old Holy Family School into a Senior Citizens Center.

Another Fire Strikes Downtown


Sunday March 1, another fire struck in the downtown area of Apalachicola. The call came in at approximately 9:45 PM reporting that the old Apalachicola Times building owned by John Lee was on fire. The rapid response of the Apalachicola volunteer fire department assisted by Eastpoint enabled firefighters to bring the blaze quickly under control. No other buildings were reported damaged.
